Not sure what to say about this one from Tennessee – Police in Johnson City arrested a Baptist minister from nearby Bristol, Virginia and charged him Tennessee DUI and indecent exposure. Thomas Tester, 58, was wearing a skirt when he pulled up to police officers and offered them oral sex. He then exited his car to expose himself and urinate in front of children at a car wash. The arresting officers found an empty oxycodone prescription bottle and an open bottle of vodka in Tester’s car. Tester is the pastor of Gospel Baptist Church and he has worked 24 years for the Christian radio station WZAP.

Truth in advertising down in Florida – Amanda Lynn Bailey was arrested in Tampa and charged with her second Florida DUI in three months. In her mug shot the t-shirt of the 41-year old dealer for the Seminole Hard Rock Hotel & Casino reads, “I’m not an alcoholic, I’m a drunk. Alcoholics go to meetings.”

A new excuse from Illinois – Sara Koehl, 23, lost control of her car, swerved across the center lane, went off the left side of the road, overcorrected and hit a concrete pillar and two trees before coming to a stop. She and her four passengers were taken to a local hospital where police charged her with driving under the influence, improper lane usage and illegal transport of alcohol. She explained that the accident was the result of a front seat passenger groping her.

California County Works to Rehabilitate Drunk Drivers

Placer County, California is employing a multi-faceted program aimed at reducing recidivism in high-risk DUI offenders. The effort is funded with a than $225,000 grant from the California Office of Traffic Safety, and it has the support of local police and courts.

The key is intensive probation supervision. Those convicted of multiple California DUI arrests are subjected to psychological evaluations meant to help identify offenders most likely to drive drunk again. In addition to jail time, high fines and fees and victim restitution, high-risk offenders will face three to five years of formal supervision. They must complete alcohol abuse rehabilitation and submit to regular alcohol testing.

The grant funds a two-year pilot program that, to date, has reviewed the cases of more than 50 DUI offenders.

Texas Football Player Charged with DWI

University of Texas linebacker Sergio Kindle was charged with DWI after a traffic stop early Saturday morning. The 19-year old sophomore was seen swerving between lanes on South First Street around 2:30 am, and, according to Austin police, he failed a field sobriety test.

Kindle was one of the top high school football recruits in the country in 2006, being named a Parade All-American. He played eleven games for the Texas Longhorns last season at linebacker position and on special teams, and is considered to be a prospect for starting strongside linebacker this Fall.

Texas head coach Mack Brown, who was out of town at the time of the arrest, issued a statement expressing disappointment in the drunk driving charge. “We take a strong stance against drinking and driving and will thoroughly investigate this situation,” he said. He went on to say that he will let the legal process run its course before deciding how things will be handled within the football program’s ‘family’.

Kindle is the second University of Texas football player to be arrested for Texas DWI this summer. Defensive end Henry Melton was charged with drunk driving on June 1 after partying in Austin’s Sixth Street bar area.

Texas begins its preseason training on August 6 and opens its season against Arkansas State on September 1.

Nicole Richie Sentenced to Jail

Nicole Richie was sentenced to spend four days in jail for a recent California DUI. The actual sentence was 96 hours with 6 hours credited for time already spent in jail. Richie was given three years probation, fined over $2,000 and ordered to attend drug and alcohol counseling. Her driver’s license was also suspended.

The 25-year old television celebrity was arrested and charged with driving under the influence last December after being found parked in her SUV pointed in the wrong direction on a California freeway. She reportedly was under the influence of marijuana and Vicodin pain killers. It was her second DUI offense, as she was convicted of drunk driving in 2002.

A Superior Court Commissioner warned Ritchie that she would be sentenced to one year of incarceration if she violated the terms of her probation. That includes driving at any time without a license and then driving with any measurable amount of alcohol in her system after return of her license.

Texas DWI Offenders Get Help Staying Sober

Many Texas drivers charged with DWI do not become repeat offenders. However there are those who exhibit problem drinking who simply serve jail terms for a drunk driving offense and don’t get help with their addiction. Tarrant County wants to change that pattern.

Prosecutors in Tarrant County District Court now offer three-time (felony) Texas DWI offenders the option of entering a pilot program that addresses chronic drinking. The Felony Alcohol Intervention Project was started late in 2006 and over 2 dozen drunk drivers have opted into the program as part of a plea agreement.

In lieu of a 2-10 year jail sentence, participants spend ten days in Tarrant County jail, receive a four years of probation, have their driver’s license suspended for one to two years, pay a fine and submit to random urine testing for alcohol. They also must perform 160 hours of community service.

The success of the program lies in its supervision of the participants. Offenders are required to wear ankle bracelets that detect alcohol consumption and record curfew violations. They must check with probation officers regularly and attend alcohol abuse counseling at least four times a week.

Law enforcement officials often see a revolving pattern of drunk driving, incarceration and a return to drinking. The intent of the new Felony Alcohol Intervention Project is to provide treatment that will break the drinking pattern and help people remain sober.

Houston Employs New Vehicles in DWI Fight

The Houston Police Department plan on utilizing mobile labs to crack down on drunk driving. The special vans will be outfitted with breathalyzer equipment, along with a computer and fax. They may even have a small holding cell.

The self contained DWI vans will allow police to process suspected drunk drivers and transport them to jail faster. That in turn will get officers back on the streets quicker to combat crime. Harris County, Texas has one of the highest drunk driving rates in the country and Houston Police hope this new tool will help reduce that statistic.

Make that to-go in Cheshire, Connecticut – 18-year old Brett Pallotto was arrested after crashing into a McDonald’s restaurant. When police arrived around 11:00 pm they found the front half of Pallotto’s car inside the restaurant. He failed a field sobriety test and was charged with Connecticut DWI, interfering with an officer and possession of alcohol by a minor.

Taking his time in the drive-through lane in Arkansas – Employees of a Camden, Arkansas McDonald’s called police after waiting 15 minutes for a customer to drive from the cashier’s window of the drive-through to the pick-up window. Police found 32-year old Terrance Forte asleep with the engine of his car running and his foot on the brake. When police tried to wake him, Forte offered $10 for his food order. His blood alcohol content was more than twice the legal limit and he was charged with his third DWI.

Making a late night run in New Jersey – Police in Bayonne arrested Edgar Mongal after watching him speed through a red light and turn into a McDonald’s drive-through. After police detected alcohol on his breath, Mongal admitted that a plastic cup in his car contained cognac. Mongal failed a field sobriety test and his BAC registered three times the legal limit. He was charged with New Jersey DWI, along with several other traffic offenses.

Lindsay Lohan Arrested Again for Drunk Driving

Only a week after finishing a 45 day stint in rehab, Linsday Lohan was arrested and charged with California DUI and possession of cocaine.

The 21-year old actress was questioned by Santa Monica Police shortly after 2:00 am Tuesday morning when the passengers of a black Cadillac Escalade reported being chased by a white Denali SUV. Police located the two vehicles in the Santa Monica Civic Center parking lot, just a block from the police station.

Lohan was behind the wheel of the Denali, and she purportedly failed a field sobriety test and was taken into custody. Her blood alcohol content registered around .12 percent. The legal limit in California is .08. During a pre-booking search, cocaine was found in her pants pocket. As it turns out, the people in the Escalade knew Lohan but did not realize it was her following them.

Lohan already faces a drunk driving charge for a Memorial Day weekend accident. She has been wearing an alcohol detection ankle bracelet since leaving Promises treatment center.

Lohan was booked on two misdemeanors, driving under the influence and driving with a suspended license, and two felony charges, drug possession and transport of a narcotic. Bail was set at $25,000 and she remained in custody at dawn.

11-year old girl arrested after high-speed chase in Alabama – An 11-year old Florida girl, vacationing with family members in an Alabama beach town, was charged with DUI, speeding, leaving the scene of an accident and reckless endangerment after a high speed chase. Orange Beach police spotted the speeding young driver around 10:30 pm and, when they tried to pull her over, she sped up. During the ensuing chase, the young driver sideswiped another car and reached speeds of over 100 miles per hour. It ended when the girl crashed the Chevy Monte Carlo she was driving. The girl told police she was on her way to pick up her sister at a local concert. The blood alcohol content of the under-aged driver was not released.

Toronto man fined for not driving drunk – Ross Bayley knew he had consumed too much wine during dinner so he elected to leave his car in a city operated parking lot. When he returned at 8:00 am he discovered he had received a $75 parking ticket for violating the city’s three-hour parking limit. He immediately went to city hall, explaining that he felt he had been responsible by not engaging in drunk driving, but officials only volunteered to reduce the cost of the ticket to $50. Bayley plans to fight the ticket in court, and to work on getting the parking enforcement rules changed to allow for overnight parking in downtown Toronto.

Lindsay Lohan Booked for DUI

Lindsay Lohan was formally booked for suspicion of California DUI stemming from a Memorial Day weekend crash. The 21-year old actress was accompanied by her attorney as she appeared at the Beverly Hills Police Department to be fingerprinted. Lohan was released on her own recognizance.

Lohan wrecked her Mercedes in the early morning hours of May 26, after a night of clubbing, and then left the accident scene before police arrived. Police located her at a nearby hospital where she was being treated for minor injuries. Tests showed her blood alcohol content was nearly twice the legal limit and that she had ingested cocaine. Shortly after she entered Promises Treatment Center in Malibu for rehab for alcohol and drug abuse.

Lohan is scheduled to appear in Superior Court in Beverly Hills on August 24.
