Increased Patrols for Texas DWI in Austin AreaIncreased Patrols for Texas DWI in Austin Area

Cedar Park joined Hutto and Georgetown in receiving grants to fund extra Texas DWI patrols. The municipalities received federal funds under the Selective Traffic Enforcement Project, or STEP, that help underwrite overtime pay for officers who conduct patrols targeting drunk driving, seat belt violations and speeding.

Incidents of driving while intoxicated in Central Texas go up slightly during the summer months, so the extra Cedar Park patrols will be deployed between the Fourth of July holiday and Labor Day. The funds Cedar Park received will pay for 2-4 additional patrol officers each night. Hutto focuses its extra patrols on the weekends and during holidays. Georgetown applies its STEP funds over the entire year.

Police Chief Charged with North Carolina DWI

Unmarked Police CardNavassa Police Chief Ricky Junior Thorpe was arrested for drunk driving in North Carolina after a single car accident in rural Brunswick County. Thorpe crossed the center line, struck a speed limit sign and ended up in a ditch while driving an unmarked patrol car.

A county sheriff’s office trooper drove past the accident and radioed for a tow truck. Emergency Services then contacted the North Carolina Highway Patrol. Thorpe had left the scene before troopers arrived, though Thorpe was contacted and arrested at his nearby home. He was charged with driving while intoxicated around 4:45 am. A breath test showed a blood alcohol content of 0.27%, more than three times the legal limit for intoxication in North Carolina.

It is not known if Thorpe, 44, was on-duty at the time of the accident. The Navassa Town Council suspended him without pay, pending an investigation by town officials. In 2004, Thorpe was implicated in an embezzlement operation for diverting hundreds of dollars from a drug bust. He was prosecuted though he was required to enroll in additional law enforcement training for ethics and administrative issues.

New South Carolina DUI Law Signed

Governor Mark Sanford signed bill H.3496 into law, strengthening the DUI laws of South Carolina by adding new penalties and closing several loopholes.

The law establishes a tiered system of penalties, with increased consequences for elevated blood alcohol content. Penalties will be imposed for any motorist who refuses to submit to a breath test when driving under the influence in South Carolina is suspected. Both first time and repeat offenders will experience greater consequences if convicted, and the option of community service has been eliminated for second or subsequent offenses.

The goal of the legislation is to give law enforcement the tools to make the roads safer, and to reduce the legal strategies often used by South Carolina DUI defense attorneys. The new law goes into effect in 2009.
