Councilman Charged with Drunk Driving in Orange County CA

Andy Tuan Ngoc Quach, a councilman for the city of Westminster in Orange County, was arrested on suspicion of driving under the influence in California after striking a utility pole. Quach was reportedly driving home from dinner with friends when he struck the power pole around midnight with his Mercedes Benz S550. The impact knocked out power to about 300 homes in his city. Emergency crews restored power around 2:30 pm.

Quach, 37, claims to have nodded off and does not admit to being drunk. He did not submit to a breath test though he did provide a blood sample to test his blood alcohol content. Quach said he would assume “full responsibility for everything.” He has served on the city council for seven years.

Cops Caught Framing Woman for Crash During Florida DUI Arrest

Last February, a police officer struck the rear-end of another vehicle with his squad car at a traffic light in Hollywood, Florida around midnight. When other officers converged on the accident scene, they suspected that the woman who was hit was driving under the influence in Florida, the veteran colleagues decided to frame her for the initial accident. The audio pick-up on the dashboard camera, however, recorded their actions.

The officer who caused the accident, Joel Francisco, collaborated with Sgt. Dewey Pressley in fabricating a story of how Alexandra Torrensvilas was driving with a large gray cat on her lap and that the cat jumped out the window, causing Torrensvilas to swerve and stop unexpectedly. Torrensvilas was subsequently charged with suspicion of drunk driving in Broward County Florida and for an improper lane change. While coordinating their stories, Pressley is heard saying, “We’ll do a little Walt Disney to protect the cop because it wouldn’t have mattered because she is drunk anyway.” He was also heard saying that he didn’t want to make things up but was willing to “bend it a little bit to protect a cop.” The person photographing the scene was instructed to deliberately take images from certain angles to make it look as though Torrensvilas swerved in front of the officer. The officers acknowledged that they knew what they are doing is illegal, obviously unaware that they were being recorded.

As a result of the audio, four veteran police officers and a crime scene technician have been placed on administrative duty with pay until an internal affairs investigation is completed and the Broward States Attorney

Police Chief Charged with DUI in Virginia

The chief of the Alexandria Police Department was arrested Saturday night on suspicion of driving under the influence in Virginia. Chief David P. Baker was involved in an accident around 11:00 pm while off-duty but driving a city issued unmarked vehicle. He was found to have a blood alcohol content of .19%, more than twice the legal limit for intoxication.

The Alexandria city manager ordered an internal investigation, and Baker was placed on administrative leave.

Baker, 58, has nearly 40 years experience with law enforcement, working for the District of Columbia police and then the Alexandria department. He was second in command for 16 years before being made the chief of police in 2006. There reportedly no other incidents on his record and he is highly respected.

Baker was arrested for drunk driving in Virginia and booked along normal procedures. He was released with no bail and has his first court date this Wednesday. Because his BAC was above .15%, Virginia DUI laws stipulate a minimum of five days in jail if he is convicted.

NM State Senator Seeks Law Against Drunk Airline Passengers

New Mexico state Senator Tom Udall has proposed legislation that he hopes will reduce incidents of intoxication on airplanes and cases of air rage. He hopes to be able to curtail such activities by training flight attendants and gate agents in the identification of drunks and belligerent passengers. Currently airlines are not required to provide such training.

Udall’s efforts stem from a case of driving while intoxicated in New Mexico. A drunk airline passenger by the name of Dana Pabst disembarked from a flight and proceeded to drive from the airport, leading to an accident that killed a traveling family.

According to Udall there are 10,000 cases of air rage, a figure that is 400% higher than incidents in 2000. His legislation has been approved by the Commerce Committee.
