Proposed Texas DWI Law Would Require Ignition Interlock Devices
State legislators considering making the devices mandatory for all drunk driving offenders.
A representative with the state legislature has introduced a measure that will require every driver convicted of drunk driving in Texas to install an ignition interlock device in their vehicle. Like similar legislation that has been signed into law in Illinois, New Mexico and Washington. The Texas initiative would include everyone convicted of TX DWI, even first offenders.
An ignition interlock device will disable a vehicle if alcohol is detected on the driver’s breath. Current Texas DWI law requires such devices for anyone with a prior drunk driving conviction or for those who register a blood alcohol content of .15% or higher.
The author of House Bill 1110 says adding the penalty to first offense driving while intoxicated in Texas, regardless of BAC, will make the roads safer.

I cannot find where it states that 0.15% blood alcohol or higher for first time offenders requires the device.
