The Huntington Beach city council has voted against a proposal that would have allowed the police department to post mug shots on Facebook of those arrested for DUI in California. One council member had recommended posting the names and faces of repeat drunk driving offenders on the social networking site in an effort to shame them into changing their behavior. His original goal was to post photos of all accused of DUI in California.

The police opposed the plan, saying it would alienate the area residents. Council members voting against the idea said it would damage the city’s image and potentially embarrass family members who were not involved with drinking and driving. California DUI criminal defense lawyers and privacy advocates were concerned about the posting of suspect photos on-line, citing a presumption of innocence until proven guilty.

Huntington Beach and its ocean front location draws many to its downtown bars and restaurants. The city, with a population of 200,000 has the highest ranking in the state for alcohol related traffic deaths among cities of similar size.

A study conducted by the University of Minnesota determined that one in every 12 fans leaves a major sporting event while intoxicated. Researchers measuring the blood alcohol content of 382 adults who had attended baseball and football games found that 8 percent of the fans registered a blood alcohol content in excess of the legal threshold for intoxication, 0.08%. Those participating in tailgating activities before a game were 14 times more likely to be drunk when leaving the sports venue.

In 2006, the team of researchers would approach fans at professional sporting events and ask them to submit to an anonymous breath test and answer a five minute survey. Many resisted, perhaps not wanting to know the result or an interest in leaving the stadium and getting home. An average of 20 fans per event did participate in the study. 58% of them were male, and 55% were between the ages of 21 and 35.

The significant concern is that the intoxicated fans likely would be driving home, leading to drunk driving accidents and injuries. Some have used the study to ask stadiums, universities and other sporting venues to conduct better sobriety checks, discourage tailgating and limit drinks served to fans during events.

A judge in Clarke County State Court found Christina Lori Parks in violation of the terms of her probation relating to a Georgia DUI conviction, and ordered her to be held in the county jail. Around 5:00 pm, as Parks waited for van to transport her to the jail, she managed to slip out of her handcuffs and the restraint chair to which she had been chained. At one point she reportedly approached a man who let her use his cell phone. Her face was bruised and she told the man she was trying to get away from her boyfriend. She then convinced the man to give her a ride to a house thought to be inhabited by a former boyfriend.

Police initially checked the bar where Parks' boyfriend worked. They then surrounded the ex-boyfriend's house and waited until they saw Parks' look out a window. Around 7:00 pm, they entered the house and arrested Parks on charges of escape, violating parole and obstruction of a police officer.

Last July Parks was placed on two years probation after being found guilty of driving under the influence in Athens-Clarke County Georgia. She was also ordered to enroll in a drug court program, complete community service, participate in a victim impact panel and attend GA DUI school. She has been found in violation of her parole several times over the past 6 months. Then on January 11 she was found in violation again after drinking and committing simple battery, leading a judge two days later to sentence Parks to jail during a status hearing.

The county sheriff's department has said it will review its procedures for securing arrestees.

Motley Crue singer Vince Neil is to be sentenced to two weeks in jail for driving under the influence in Las Vegas. The 49-year old agreed to plead guilty before a judge on January 26. His jail sentence will begin on February 15. Neil will also be sentenced to two weeks of house arrest. Under Nevada DUI law, the minimum sentence was two days in jail.

Neil was stopped for speeding and weaving between lanes last June while driving his Lamborghini around 11:00 pm. He claimed to have consumed three glasses of champagne before his arrest. The police report indicated he swayed, had bloodshot eyes, smelled of alcohol and had slurred speech. Neil failed a field sobriety test and a breath test registered a blood alcohol content nearly three times the legal limit for intoxicated driving in Nevada.

Just days before his arrest for NV DUI, he had declared he had stopped using drugs twenty years ago and did not drink to excess. In a statement released this week, he said he has recognized that "you can’t drink and drive at all." He accepted full responsibility for the incident.

Neil was driving drunk in December 1984 when he crashed his vehicle after a trip to a California liquor store, killing one passenger and seriously injuring two others. He plead guilty to manslaughter and spent 20 days in jail. He also was ordered to pay $2.5 million in restitution to the victims.

Neil moved to the Las Vegas area in the mid-90s, where he owns restaurants, a charter airline service and tattoo shops.

Officers and paramedics in the Baldwin Hills area of Los Angeles were dispatched around 1:30 am after reports of a bicycle/vehicle accident. While investigating the scene, the officers observed a group of 15 bike riders using both the north and southbound lanes. None of the cyclists were wearing safety helmets and dim lighting made them vulnerable to passing motorists.

The California Highway Patrol officers decided to stop the group and conduct field sobriety tests to check for intoxication. Five riders, including the one involved in the accident, were cited for 'operating a bicycle while under the influence' and released. Under California DUI law, drunk bicycle riders are subject to a fine of up to $250 and incarceration until the suspect sobers up. The arrest is noted on a criminal record but does not impact one's insurance or driving record.

The suspects ranged in age from 18 to 22.

A California Highway Patrol officer stopped a truck in Riverside County on suspicion of DUI. The vehicle was occupied by two men, and a brown and white female goat in the front passenger seat. The man in the back seat attempted to run away but "fell flat on his face." Neither man claimed ownership of the goat, leading officers to suspect that the animal had been stolen.

The Department of Animal Services took custody of the goat, and it is reportedly resting comfortably at a county animal shelter.

Neither the identities or the criminal status of the men are known.

The waitress from Central Florida who claimed to have had an affair with golfer Tiger Woods has been sentenced to one year in jail for drunk driving. Mindy Lawton entered a no contest plea in Orange County court last Friday to charges of driving under the influence in Florida. In addition to the jail sentence, she was placed on five years of probation, had her license revoked for 180 days and ordered to perform 50 hours of community service.

Lawton's FL DUI arrest occurred in early 2009 after she crashed into another car. Her blood alcohol content was reportedly .18%. The driver of the other vehicle suffered broken ribs, back and facial injuries, and cited memory loss.

Lawton, 34, said she met Tiger Woods in 2006 while working as a manager at Perkins Restaurant. Graphic details of their affair were revealed after Woods crashed his SUV on Thanksgiving Day in 2009 following an argument with his wife, Elin.

Law enforcement efforts across the state netted a total of 1556 charges of suspicion of driving under the influence in Colorado. The arrests were made between November 23 and January 3 as part of a special 'Heat Is On' campaign against drunk or impaired drivers. There were 1630 Colorado DUI arrests made during the same time period last year.

During the holidays, 41 people died in vehicular accidents, with one third of them being attributable to alcohol impairment. There were 5 alcohol related deaths around Thanksgiving, 9 during the entire month of December and zero during New Year's celebrations.

A spokesperson for the Colorado State Patrol said that law enforcement will remain vigilant in keeping the highways safe during the coming year. This year 668 people took a 'Plan Ahead Pledge' organized by the Colorado Department of Transportation that encouraged safe driving alternatives, such a using public transit, taking a cab or designating a sober driver.

A 50-year old man arrived in the Washington County courthouse Tuesday to be arraigned on charges of driving under the influence in Oklahoma. The judge detected alcohol on him and added charges of public intoxication.

Tommy Joe Thomison had been arrested for Oklahoma DUI on Saturday after being stopped for having a loud muffler. When the judge suspected alcohol in court on Tuesday, she asked Thomison if he had driven himself to court. When he said he had, the judge asked him to sit down while a deputy was called. Thomison was given a field sobriety test, which he reportedly failed, leading to the extra charge.

Thomison has at least two OK DUI convictions on his driving record and he was arrested for public intoxication in 2007.
