What is a Breathalyzer?

A breath alcohol analyzer, or Breathalyzer, is a device used to estimate blood alcohol content (BAC) from a breath sample. "Breathalyzer" is actually a trademark from one manufacturer of these devices, but has become a common term for all such instruments. AlcoHAWK, Alcotest, Alcosensor, Datamaster, Intoxilyzer, and Intoximeter are some other brand names in use today.

There are a number of models of breath alcohol analyzers that are intended for consumers. These hand-held Breathalyzers are less expensive and can be much smaller than the devices used by law enforcement. They can be useful in determining a user's BAC proactively, before he or she decides whether to drive.

The U.S. Government's National Highway Traffic Safety Administration (NHTSA) maintains a " Conforming Products List" of breath alcohol devices approved for law enforcement use.

I am researching the internet for Interlocks that can be wired up to the car of a drink drive offender that would allow the car to start only if the driver in question has zero Blood Alcohol Content.

We are accredited / licensed under Victorian legislation to educate, treat, rehabilitate drivers with such offences.

We need to certify such instrumentation / car interlock breathalysers under victorian law.

Can you provide such instrumentation and be involved in the process of certification

The Standards Mark certification fees for breathalysers to AS 3547.4 - Breath alcohol testing devices for personal use - Type 4 would be:

The Application Fee for a USA manufacturing site is AUD$6,850 (ex GST), which covers:
Allocation of a dedicated Client Manager and support team
Assistance throughout application process
Administration work / file set-up
Development of Test Schedule
Review of Initial Test Report
Review of Quality Plan Summary
Up to one auditor day of Certification audit including travel, accommodation and expenses.

The initial certification is 2 days. The second audit day for a USA manufacturing site is charged at AUD$3,200 (ex GST). The need for the second day audit is assessed based on the information on the manufacturing site and the product.

The Ongoing Licence Fee for a USA manufacturing site is AUD$8,300 (ex GST), which covers:
Access to the dedicated Client Manager and support team
Licence Administration
Up to one auditor day of Surveillance audit including travel, accommodation and expenses.

The ongoing certification requires surveillance audits.

The Royalty Fee is for the use of the StandardsMark on the certified product and is payable by royalty fee. The royalty fee is charged at $1.50 per unit produced.
The royalty fee covers:
Promotion of the StandardsMark
Relevant Insurance cover
Market Sampling Programs for certified products
Maintenance of the SAI Global On-Line Register

To commence the application process, we can fill out the StandardsMark Application Form and submit it with appropriate application fee payment ofAUD$10,050 (ex GST) to SAI Global. Normally the process takes 3-6 months.

2. to show that we are already on the way with certification discussions,
3. as a sign of good faith and believing positively in our current discussions.

However, to proceed further and with full openness, I also require a reciprocate confidentiality agreement at your earliest convenience.

I plan to start the accreditation process on a government level whilst the certification is also being carried out.

For your information, the device needs government authorization as well, which forms the 2nd and final stage of its certification.

Accordingly, as soon as I receive the confidentiality agreement, I will write to the state health department and the state road traffic authority to inform them officially of our intentions in order to proceed on that front as well. We can then hopefully do business within 3 to 6 months hopefully.
